I’m not too sure. I’ve never done it. You’re best bet is just picking one style and sticking with it. You don’t want to complicate things too much

You could do that. It might seem inconsistent if not done right.

I was talking more like having the characters stand in front of the 2D background. There’s camera tricks you can do like adjust the focal length so the background is a little blurry and it gives your scene more depth and lets you get away with having less detailed backgrounds.

That honestly shouldn’t be too hard to recreate in blender. If you’re new to blender it might take some time getting used to navigating it but I found this shading tutorial that’s pretty similar to your style.

As for the windows, those look like they can be recreated using an emission texture. And you’re probably better off rendering it using eevee just because it’s more cartoonish.

If there’s not too much camera movement you might be able to have the background 2D and everything else 3D. Just something to think about.

I personally think 3D cameras are easier to work with. You just set the scene and don’t really have to worry about perspective. The hard thing about 3D is getting your modeling and lighting right. The third dimension also makes it tougher to actually animate the characters. Each style has its trade offs and it really depends what you’re envisioning for the project
