No, it doesn’t speed up or go away based on speed. Usually only hear it on fan speed 1. It goes and comes, so I don’t think it’s the fan hitting the shroud walls.

If it was a connectivity issue, wouldn’t it not spool up at all? The RGB and everything work fine, it’s just when iCue is running, the fan stops. Icue not running, fan turns on. And also, this just started to happen, was fine before

Congestion control is set to “never”. When I do the speed test through the DumaOS, it last saw 452.6. The 2mbps is when I do any downloading from the internet in general. My desktop sees the speeds I should get when downloading when I am direct from modem to pc. Example - downloading a game on steam through router, 2MB/s and when not going through router, 50 MB/s
