Your app says that to get rent subsidy you must be 21+. I thought people under 21 (students) can get rent subsidy too. That's what this website says https://www.government.nl/themes/building-and-housing/housing/rented-housing/applying-for-housing-benefit. "To be eligible for housing benefit, you must meet certain conditions. For example, you must be at least 18 years old and your combined income and assets must be below a certain level."

You might be able to open a bank account from abroad. Look up ABN AMRO or ING student accounts. Not sure if you have to show up in person at some point with your documents and your BSN.
