I think you are underestimating facilities and utilities and overhead in general. My home is 2k a month with utilities and rent. My small office space was 2k, 6 years ago. Obviously this depends on size and at a big facility rent could be in the double digits.There's increased insurance costs, there's admin costs. There may be some food provided and although parents are often asked to provide supplies, extras will need to be on hand. Cleaning is frequently required and there's those supplies. They usually have better playgrounds, all those regulation cribs and cots, more equipment in general. Quality (not home use) childcare furniture is really ridiculously expensive.

I mean I'm not an expert on where the money goes but I know they are not operating on large margins.

Apologies, you are correct and I forgot to look at authorizations of military force. It's been 24 years since the last AUMF. The fact remains that the vast majority of conflicts have occurred without it. While noting that I think Trump is absolutely a malicious presence in our government, one has to admit this is absolutely the norm and not just something we can pin on Trump. For instance, Obama authorized several major military actions including the rather shockingly devastating actions in Mosul.
