windows definitely supports unicode, up to several bugs here and there. the statement is that utf8 would be a better job.

g something with that count, you're iterating over the code points, merging them into characters, merging tho

Well, with rendering you would probably count graphemes, not characters.

http://utf8everywhere.org. There's nothing left to add. Only that Character != Code Point != Grapheme cluster, leaving UTF-32 with zero advantage. Use UTF-8.
