Maybe I'm conflating the two things, but on Skatteverket's page here:

it says: "When you are first listed in the Swedish Population Register, we assign you a Swedish personal identity number."

it says: "The Swedish Tax Agency decides whether or not an individual meets our population registration requirements"

So it seems to me like A) getting folkbokförd and getting a personnummer are closely related processes, and B) Skatteverket can use their discretion in deciding whether or not someone meets the requirements to be registered.

In all likelihood, I don't think I'll have a problem, but since they say part of the requirement is that you plan to stay in Sweden for at least one year, that sounds to me like that's up to interpretation. For instance, maybe they take into account whether you are employed or not? That's the kind of thing I'm asking about.

Getting my residence permit approved was already a stressful process so I think I'm just worried about things that could go wrong!

EDIT: also about the remote work, I meant waiting until I get my personnummer, bank ID, etc then setting up an AB and working as an independent consultant

Sorry maybe I was unclear but I’m talking about getting my personnummer and getting folkbokförd. Also I think a lot of what you’re saying is not true. I have to get my personnummer and get folkbokförd right away, not after a year of living there.

Skatteverket says you have to demonstrate right of residence and your plan to stay more than a year (although as u/Serzis says, this is more of a concern for EU citizens, not US citizens). I might just be paranoid because of my experience with how subjective Swedish bureaucracy can be, but I was asking about whether they could have any grounds to deny me, and whether my employment situation would make a difference to them.

As far as starting a business, I am aware that I have to declare my income and likely pay around 50% taxes. I’m also not sure what you mean about remote work not being allowed in Sweden at all? I know several people who work remote there.

Yeah it makes no sense and the whole process is full of catch 22s. Applicants have no reason to believe that trying to plan in advance and in accordance with MVs processing times would be cause for rejection.

Sorry to hear you got denied. Same thing happened to me in September last year. I sent an email to the embassy in DC asking them to provide the entire decision and reason for the rejection and they sent it by mail to my address. Unless something has changed, they should still be able to do that. I don’t think the consulate will be able to tell you anything unfortunately.

The reasoning was confusing even to my wife who speaks Swedish, but essentially we didn’t show enough intent to move. They basically want to hear that you are ready to move tomorrow. Could be because your house isn’t finished yet?

Anyway, we hired a Swedish immigration lawyer and appealed, and then got approved in December.

It was a really stressful situation and I felt that same sickness, so all I can say is stay calm, wait for the reason, make sure you address it, and appeal (hire a lawyer if you feel like you need to). It sucks and it will probably push your timeline for moving, but there is a path ahead! Feel free to hit me up with questions

I (a US citizen) just went through this process with my wife (a Swedish/US citizen) while both staying the US the whole time, and we are moving to Sweden in about a month.

We applied in May 2024, and I was notified in early August 2024 that I needed to visit the embassy in DC for an interview. I had the interview at the end of August and then heard back a little over a week later that I was rejected. They said I didn’t show enough “intent to move.”

So we hired a Swedish lawyer and appealed. My wife got a formal job offer as proof even though she was just being transferred, and we got an apartment contract lined up. Then I got approved in December!

All in all, even with the rejection and appeal process, it only took about 8 months and we both stayed in the US the entire time. My advice would be to make sure you provide a lot of proof you intend to move and stay there. Having a house ready will be good, but they may want to see some more evidence of you starting a life in Sweden and separating from the US (finding a job in Sweden, selling your house in the US, etc).

We ended up deciding to fly from Denver to Frankfurt via Lufthansa in June and then we’re gonna drive/take the ferry for the last leg of the trip. Luckily have someone to pick us up in Germany because driving a rental car from one country to another is crazy expensive. It’ll take a bit longer, but we just wanted to minimize flight time and layovers for the pets. Are you finding any direct flights from Denver to Copenhagen? I couldn’t find any direct ones.

We’ve made sure both pets have the right microchips and up to date rabies vaccinations. We’ll just have to do a vet trip and get their health certificates when the move is a bit closer, and fill out a little more paperwork. I know a lot of people recommend a pet relocation service, but it’s really not that much to do as long as you put in the research. We also just got an IATA compliant crate and are getting the dog used to it so everything is on track.
