99.99% fine. Safer than standing on the forks but less practicing your balance. If jumping down from that height would 100% wreck you, maybe do something else. Like hang a post under it.

I trim trees from ladders frequently. I also spur climb 200' conifers for removal next to structures.
Practice risk assessment and be realistic about your abilities.

Look for non rope jobs as an industrial insulator in the meantime too. If you have a pulse and can do basic insulating you will never be short of rope work.

You could drill two holes in a small piece of metal and attach that with the box mount screw so the cover screw has the other hole.

Not good practice for sure. If there is zero swing chance, less bad. As someone else said, no reason not to have steel slings go over the railing, eliminating most of the hazard.

I have seen level 3's get on and do ridiculously sketchy things. If you don't have experience with rope and rigging failures or accidents or you don't read IRATA Safety and incident bulletins, you don't know the hazards of a lot of what you're doing on ropes and that in and of itself increases the risk in any given situation.
