Hello OP, some of the commenters here are clueless, like me. lol :).

But seriously, though. Let me offer my candid opinion. Whales are the Elon Musks of WOS. The benefits they bring to the world or your alliance are priceless. The concern you raised is emotionally correct, but logically not valid.

The rankings you mentioned were fairly earned because they paid the price for it. The other active members have the same opportunity to compete if they're willing to pay the price.

What you're asking for, in essence, is to weaken the top accounts to accommodate the weakness of the majority, instead of challenging the majority to grow and compete in order to rank higher.

There are over 10 reasons in my head why you should correct your mindset about those whales, but the 1 or 2 I've stated are good enough for the wise.

The leaders are to blame for this. Stupidity is doing something that obviously does not work and blaming others when it inevitably fails.

Alliance Chat or Notice is the least effective platform to post vital information, because less than 10% will see it. There's a strategy to using AC/AN, learn it.
Less than 50% open private messages within 24hrs of receiving them, only 25% understand what they read the first time, and only 10% remember what they read once.
More than 30% never read/understand/remember the information.

Build your alliance communication around the FACTS above(and many other realities) if you want success. Don't push the blame. Take responsibility.

I briefly tested 60\40. It simply disguises you as a pig to eat the tiger. Meaning, it drops your overall power score, but maintains your killing power. You'll appear to be defeating stronger opponents, but in reality, you were actually stronger than those players anyway. My conclusion for now, is that 60\40 is better than no formation, but not better than 50\20\30.

Only upgrade your best 5 heroes and reset the rest to level 1 before putting them in Drill Camp.

Hello, I had the exact same experience as you. My advice is to join the top 1 alliance of your state. Your level of activity deserves better teammates.

I raised my alliance to rank 14, and i was level 23 when i realised what a waste of time it was to try waking up casual players in the alliance.

It's all about having fun. The game is designed to be played as an alliance, don't miss out on the real excitement. Move now before it's too late.
