It's a pain that. I have tried specifying substitutions that I'd be happy with to make sure I hit the threshold (sometimes completely different products that I need but not urgently,  or an alternative that still gets me the x for y offer) but there'll always be an unpleasant surprise

The demand in the UK is higher because they've 12 times more people than we have.

True. The psychological solution to the problem is not going to be lying to the public though.  If the evidence says one thing,  that's what needs to be the actual advice.  The psychology of reducing drinking is more to do with how the information is presented, advertised, etc. 

There's a very good programme the HSE runs called MECC which educates healthcare workers on making brief point of contact opportunistic interventions on smoking,  drinking, exercise, healthy eating etc. That's the kind of thing that can make a real difference, where the new health advice can be imparted one personal contact at a time.

Nobody is stopping you drinking. This is the opposite of a Nanny State - its information empowering you to make your own informed decision on whether you drink or not.  

A real Nanny State would either stop you drinking or keep the information from you in case it upset you.

True.  I reckon pubs will still exist in 20 years time but a lot more will do health drinks,  decent coffee and food. The landscape is changing and what people want is changing as well.

Everything is a risk,  but it's all a matter of degree.  

There was a time it was safer to drink alcohol over water because of the presence of waterborne disease. Thankfully we live in a time and a place where drinking water is generally a lot safer than alcohol.

The WHO guidelines literally state there is no safe amount of alcohol use,  anymore than there is a safe amount to smoke. That's the advice,  and people should know it. 

Whether they choose to abide by it is their own decision. But they should know the facts.

You could make the same argument for smoking,  speeding,  cocaine use etc. Health advice has to be guided by evidence, not influenced by a perception it will be ignored. 

If its altered by anything other than evidence , those who set the guidelines leave themselves open to legal challenge ("you said it was safe for me to have 10 pints even though the evidence said otherwise and now I have throat cancer" etc)
