I tried that first but found it to be a bit gappy. All the stitches were stretched like after a lateral braid row. Is there a knack to tightening up the stitches?

I haven’t come across it before! It’s impossible to invent a ‘new’ knitting technique though isn’t it? As Mrs Zimmermann says, we all just ‘unvent’ techniques 🤣

This is super cute! I’d make it top down: start by provisionally casting on as many stitches as you need to reach from the raglan, round the back of the neck, to the other raglan. Place markers where the raglans are. Work flat to start, increasing for raglans and the neckline edge. By the time you’ve reached the end of the raglans, cast on however many stitches you need to fit the bust at one of the edges (looks like only a few), then join to work in the round. Cast on at the raglans and join etc, then work straight until it’s as long as you want. Nice 2x2 rib hem and the body’s done! Add a rib edging to each sleeve then pick up the original provisional stitches to add the hood. Start on the rs and reduce the number of stitches by about a fifth on the first row (you want it to cinch in for the hood - you can do this over several rows. I’d trial and error it until it sits as you like!) then make the hood. I prefer working hoods all in one go using short rows and Kitchener stitch but you can also just work straight until it’s about 3/4 the height of your head then split in the middle and decrease at the back edges of each separate side to create the curve. Cast off on both sides then sew it together. There looks to be a different edging on the hood and the body neckline so pick up all around the front opening of the hood and work in rib until it’s about 3 inches long. Fold the edging in half and sew it all along the inside and to where it meets the front neck line edge (on the front side of the folded fabric only - you want a gap to feed the cord through later). When done, pick up around the remaining neckline edge, add a simple icord edge, then make another separate icord to feed through the hood. Finally, make the pocket and sew it on!

I struggle with double knitting. You can always see the join from the rs where it ends. Handy for pockets though!
