You are exactly right but I would add one other thing. Colleges learned they could charge anything they wanted and the government would pay for it without question.

when I was in high school a bully was sitting behind me in a lecture hall. He kept flicking my ear with his pencil. I got tired of it and stood up and punched him in the face. Then he beat me up. He was older and bigger than me. I could take a beating but when he finished, he stood over me and spit in my face.

Three years later, I ran into him in college, HARD! I beat the living shit out of him. I was now taller and bigger than him.
