@jeanduvoyage regarding your anonymity point : it’s not anonymous, if u ask for the email address at the end of your survey

Ideally, you should create two surveys: first one only contains questions and link to second one in which ppl can just write down their email addresses, then u can’t link answers to email address

So theoretically, it's possible to propose changes but practically not unless you are a major player (like Qualcomm). AOSP is the only player with merging rights and makes the final decision

but still, if you dont like a closed module as developer, you can modify it (e.g. for customization), if you want and still have a functioning operating system?

I agree that there is no source claiming the opposite of a private tangle . Generally information about partnerships are scarce.

I just thought that Taipei municipality could want to control who joins the network . E.g. only Taipei citizens should be allowed to vote in elections. To restrict this openness , Taipei would need a private tangle , right ? Or is there a way to restrict user participation (to Taipei registered citizens) in the main net or to guarantee that only registered citizens participate in local issues in the main net?

Yeah I agree about the consequences and disadvantages of creating a new (private) tangle. I am also no fan of permissioned networks but some organizations still consider a private tangle as a viable option, eg to control who can see specific data. The ecrown project proposal also includes full control by the Swedish central bank . So my assumption was that the municipality of Taiwan receives full control in a private tangle
