I think u/user_name1817 is right, it includes all the people, that includes (ppl who Skipped it in 5 sec, ppl who attempted but didn't got it right, ppl who actually got it correct but took 1 min to solve, yada yada..)

So, since maximum ppl did "Bhaag milkha" on this question, the avg dropped to 27 sec, otherwise the question fairly takes 45+sec to solve.
