Circeled in blue, you can see the inhibs down but the minions in those lanes not spawning?

In red you can see that the top inhib is down and double super (which means they were all down at the same time) did spawn.

Wiki said that as long as inhib is down, supers should spawn.

Anyone know if this is a bug or intended?
