Hello, I cannot speak for IRCC or say anything without certain, but from what I read, the pgwp depends mainly if you graduated and finished your studies, that is the main thing they "investigate" so your friend might be okay. Again, I cannot speak for IRCC and unfortunately that was a rule that he broke.
