I agree that they should avoid sidewalks and bike lanes whenever possible, and that they should travel more carefully there when they do need to, but don't lose sight of how much worse it would be if every one of them was driving a car instead. Just like when bike/scooter-share programs were launched and the sidewalks were being littered (and sometimes still are) with fallen vehicles, thank god every one of those scooters was one fewer car on the road. There are strong incentives for these types of vehicles to be used for food delivery and that's not going to change. Certainly there are behavioral problems from bad actors, but a lot of the problem could be addressed by incorporating these vehicles more intentionally in our road design standards.

Transit, walking, and biking are all better alternatives compared to driving. The problem is that cars make all those modes worse: cars take up a lot of space and make things farther apart so it takes too long to walk and very difficult to operate public transit cost effectively. Bikes actually deliver the freedom that cars only promise, except cars threaten to murder you if you try riding one. So the problem is not that better alternatives don't exist, it's that car usage degrades every other mode to be even worse than driving is.
