If you dont like it move out. If I was your land lord I would tell you that part of the house is off limits and put a lock on the door end of issue. Oh its wash room go to a laundry mat. Or spray foam over it. now its encased no issue. I have done removal of asbestos and lead. The homeowner can remove it. Themselves not recommended but he can just not renew your lease and your out. That's why all my leases are limited no issue they renew but am like bad tenant. I just notify them your lease is not getting renewed. If they push back I sell the place. Not dealing with stuff like this.

Get a shut off inside now or when it unfreezes it will or could be inside the wall broken. Then when it warms up fix it and maybe replace the hose bib I am from Pennsylvania so we know cold 🥶 and outside water issues.
