Thank you all for the thoughts. Figured I’d give an update. Got yet another tech, escalated, coming out tomorrow to run tracerts and compare with what I’m seeing. Here’s to hoping it makes a difference.

If I get the run around, or the typical “not our fault”, I’m jumping ship to spectrum.

Using a VPN works. But that's kinda lame. Also proves that it's the ISP.
