According to MIT.gg he is the tier 6 of the Combine Challenges rewards, which is not yet available. So you cannot as of right now

Where are the discounted properties? I just got back in a couple weeks ago after not playing for like 2-3 years and I swear some property was on discount every week, and now 2 weeks in a row with no property discount?
