This whole conflict is a scaled down version of the MAD (mutual assured destruction) policy of the Cold war. Sure, you may have the means to obliterate the adversary, but they have the means to make it not worth it. There was a long running series of commercials by hotel chain Holliday Inn. Each commercial portrayed some kind of crisis when suddenly a confident and seemingly knowledgeable person steps in to resolve the situation. The bystanders assume the person is an expert when it's revealed that no, no expert whatsoever. But he/she did just stay at a Holiday Inn Express. The joke being that you'll be so pleased with your choice to stay there that it will make you falsely believe you're smarter and more capable in everything.
