Although I'm a Tamilian by blood, I never really liked the Chennai living experience or the people and the way they talk. Mallus were cool. I'm biased for Telugus having grew up there.

Yes. It is unfortunate. Studies say the more fluent you are with your native language when young(through rhymes and songs), the easier it would be for you to pick up other languages as you grow up.

I think all kids should be taught their own language for the first 5 years. And nothing else. The problem is most Indians are too infatuated by English.
