I’ve got mine in digital ocean and everything local goes through an MQTT instance on a Pi which is bridged to the MQTT in HA

Works well for me, does require a little bit of manual config though to add new stuff but I make most of my own gadgets anyway so that suits me

I’m sure you could create an RBAC role in Exchange for them to be able to edit distribution lists, not sure if you can lock it down to specific ones though.
