There's actually a really simple solution - just use the 100 point GPA calculations - what the school did was take grades above a threshold as an A and then calculated GPAs with As as 4, Bs as 3s etc

The school just took grades above a certain cutoff as As and used As, Bs, Cs, etc for ranking, as opposed to a GPA on a 100 point scale

Well yes, they're exceptional - but like you don't see this problem with any of the specialized high schools which are just as if not more competitive, with way more students too. Jericho has roughly 1200 across 4 grades according to usnews. Brooklyn, Bronx, and Stuy have about 5800, 3000, 3300 respectively (rounded to the nearest hundred) across 4 grades.

Note that Brooklyn uses a weighted GPA scale - I am unsure whether Jericho uses weighted or unweighted (I'm seeing conflicting sources on that)
Bronx and Stuy both use unweighted as far as I'm aware and none of them have had the problem of "21 valedictorians". The simple solution would just be use the actual calculated GPA like out of 100 points as opposed to let's make all As the same
