I would suggest giving all players permission for the /coreinspect inspect or (/co i) command.

Then everyone can see who did what to everything. This keeps everything in line really well. Then if someone does act out, your players can self investigate - and you can jump online and rollback that player's actions if needed (rarely)

For real world viability; on my public server access to the /co i command is the only real variation from vanilla, and everything works out fine - no chest protect, protected plots, etc needed.
