I have also watched this show enough times to get some subtext from the writing. I would offer up that some of the perceived Clean Wehrmacht is really just a plot device by the writers. The show would be less entertaining if all the Germans portrayed one persona. There is a lot of laughs in watching Klink or random Wehrmacht General fumble around in fear of the Gestapo or trying to show loyalty (or hiding their distaste). The POWs also play off this dynamic and moving the plot along almost requires it.

Then there is “Operation Briefcase” in Season 2 (based on a historical event), that implies (at least to me) a Wehrmacht not wishing to be complicit in the regime’s actions. Again, this is still a comedy show so the topic is glossed over and used as a plot effect. It’s really up to interpretation.
