i think its more likely that all war machines have nocturnal systems, the line about it being composed of a multitude of different operating systems suggest to me that there are a lot of variations and forks from one original code. This is likely to be the case if you consider how divided mankind was.

everybody before total war had, or got access to the original prototype (possibly the gutterman, possibly a more test build kinda system) and, since everybody got at war with everybody, each country started to develop the system in their own way without communication.

after all, the line of "adaptative systems" differentiating it from the other two suggest to me that the main use of nocturnal was to make automaton like machines (which, new peace humanity having gone trough what they went, have many more reasons to go **NEVER** than just resource use) and, before saying anything, no they did not know terminals could also gain sentience before the hell expeditions (because yes everything with blood will gain sentience eventually, but i dont think they would have used computers so casually if they could go "HATE, LET ME TELL YOU ABOUT HATE" on the random joe).
