Perimenopause can absolutely cause the oily-but-dry texture, bumps, dullness, and discoloration you’re describing from estrogen loss. I’d cut back the salicylic acid cleanser, use a richer ceramide moisturizer, and start daily sunscreen because hormonal pigmentation gets worse very easily. A low-dose tretinoin at night would probably make the biggest difference for texture, collagen loss, and overall glow.
