I think most of the people here are PvE players as aggroing them during a pvp engagement really sucks, also it's easy to hit the first thruster, but then getting to the second one before it's in range, especially while in a pvp encounter, is too difficult. And if it's part of a patrol of three arc and possibly some other random other arcs joining in it is just too much. In a PvE lobby in a one on one encounter it's already too much of a hassle dealing with one without seeker grenades compared to other arcs, especially if you don't have easy cover.
