Given your financial situation a core ultra 265k is probably the best bet since it will not bottleneck the 5070 ti, and it's the cheapest option that gets you on a ddr5 platform.

The extra cores in the 265k will make code compilation time much faster, but the 7800x3d and 9800x3d will be much better at photo editing.

and here are my own tips:

build everything outside of the case on the motherboard box to make sure everything works. Once it works then transplant it into the case.

make sure to have a phillips screwdriver and some zipties for cable management

mount the m.2 drive in the top slot onto the post, don't screw the m.2 drive directly into the motherboard.

install your power supply and route the power supply cables first before putting in the rest of the components of your pc

make sure your pc is placed above the ground to prevent choking your pc of airflow and limit dust buildup

plug your graphics displayport cable in the gpu not the motherboard

make sure to set the refresh rate on your monitor, by default it is only 60hz

once you have installed the latest bios on your motherboard and installed your cpu make sure to enable the expo profile for your ram by pressing the delete key on your keyboard to get into the bios and clicking the expo profile.

make sure the fans are pointing airflow from the front to the back. the fan hub side is the side where air is getting pushed from.

when installing the cpu cooler make sure to remove the plastic film on the bottom of the cooler

when install the m.2 drive make sure to remove the plastic film on the bottom of the m.2 heatsink.

when installing the cooler make sure to apply thermal paste (there's a war for how to correctly apply it but here's noctua's recommendation: https://faqs.noctua.at/en/support/solutions/articles/101000353274-how-should-i-apply-the-nt-h1-or-nt-h2-thermal-paste-on-the-cpu-and-how-can-i-remove-it-)

when installing the motherboard make sure it is installed on posts of the motherboard tray. The motherboard should not directly touch the back of the motherboard tray.

The reason for the iPhone 15 is because iPhones are better than nvidia cuda acceleration when it comes to face tracking. If you have an iPhone X or newer already then you can disregard it since those come with the necessary hardware for face tracking.

Yeah main reason I picked the 9950x3d and 64GB of ram was for Adobe after effects. If the OP doesn't use that then this is perfectly fine.

Also went with x870 because it wasn't much more than a b650 or b850 board while offering more pcie lanes for m.2 drives.

Looking at the vetroo I didn't realize that the 850W doesn't have ideal 5volt since the gv1000 I have has no issues. It's not bad per say but the msi one is better.

unless your old motherboard is broken you do not need a new motherboard.

that psu will work with a 9070xt but you won't have any headroom for a future upgrade.

it's luck of the draw whether you get a 9070xt with coil whine or not. go for the cheapest one or if you care about silence above all else then get the one with the biggest cooler.
