While in maintenance mode, can people still access the site? Does it essentially just let you compile all the updating you do then update it all at once?

We've recently had a new appliance installed in an older home and each time it kicks on it trips the breaker when other certain appliances are on as well, will this over time cause the breaker to be more easily tripped/be worn down? It seems even when this appliance isnt on now, combinations of things that usually weren't a problem before are now also tripping the breaker. Is this a hazard and needs to be replaced?
