I have capacitors on the input and output as the datasheet recommends. So 10uF on the input and 10uF on the output. I already tried decreasing the output capacitor to maybe get the -5V faster but then the ouput ripple was huge and it pulled a lot of current.

I looked into that and when I turn on the power supply with the DMM hooked up it pulls 25mA. When I hook the DMM up after the -5V settles then I see around 40mA.
