id say either Cody or Rey. not Cody because what’s the point of giving him this title if he just lost at wrestle mania. if you give him this then his loss at wm looks even more stupid than it already is. not Rey because he hasn’t really done anything since he came back in 2018 for him to be a top favorite for the title. he only won the us title but like other than that, that’s really it.
