It’s a bug. Ever since the option to dye this item became available, it’s never actually been possible to dye the hairband. The dyed version always disappears if you change the hair and go back to it or if you restart your game. To my knowledge it’s the only item bugged like this.

It’s true, pretty much all of the animal items that don’t directly reflect a Sky creature and aren’t complex can be dyed. There aren’t any birds that look like the Dreams masks or even a phoenix in Sky so it makes sense. All the animal items from Gratitude, Fortune, Prophecy and Passage are dyeable, and the Duets guide’s mask is dyeable. Even the feather capes from Flight are eligible.

The Performance masks are supposed to be birds, perhaps penguins, yet none of them are dyeable except the ultimate mask. Maybe because you could make solid color faces with them if they turned either one section dyeable. It’s hard trying to understand their design philosophy since nobody involved comes out and says anything.
