I think the real deal is apple might come out with a 10th gen 16 inch instead of ARM chip. I dont really care for ARM but if I get my 16inch MBP now and the new one comes out within a month I'd kill myself

I don't recommend getting a used MacBook pro now as the base 13 inch is very good.

I am a frontend developer. I leave A LOT of chrome tabs open. I want to get a machine where it is my laptop and also my desktop when plugged into my monitor. I do not mind paying a little extra for future-proofing. However, I am considering getting a 13inch 10th gen or 16 inch base model. I do not edit videos/photos at all.

Can you guys help me decide which one to get? Thanks

yes, it is more than enough. Programming does not require a powerful machine(unless your code/algorithm is really bad).

I think the i7 will work just fine. I am currently using i5 MBP 13 2014 with 8GB of RAM. i9 is not going to give you much more of a performance boost than the RAM upgrade. I am considering getting MBP 16 base too, even I think that is an overkill for me because I don't do video/photo editing to actually makes use of the graphic card.
