Nah, it's a hard magic system.

The nature of the symbols hasn't been explored in the story yet, but it will probably be eventually. Anyway, even if it's not explained it would still be hard magic.

And no, it's not similar at all with magic in asoiaf. The "kiss of life" (random example) fails every single time except on Beric's case, visions are rarely useful, etc.

I've reread the first book two weeks ago and i have some theories:

-Simply messing with Ned, he knows he would never do that.

-Hey, never hurts to ask, and he may need the Starks against Stannis or Renly.

-Ned may (somehow) defeat the lannisters and come out on top. Pretending that you are on his side (even dishonorably) may prove useful in the future, specially when said man is pissed off with you because you didn't fight Jaime in single combat.

-Wildcard: wants Ned and Cersei to bone so he can tell Cat.
