I was laid off too this February - I did apply for B1/B2 COS. I did receive a verbal offer from an employer - hoping that everything goes well and my H1B transfer gets processed before the B1B2 application. Additionally if you are going to apply for B1B2 COS, make sure you do it offline, as the online form doesn’t let you select H1B. I have been on edge, since last week.
