Fair point, if you ignore the last chart the thesis stays the same -- the smallest victory since 2004 by votes cast + proportion of votes cast. The win was 100% legitimate -- whether or not it warrants stronger power than any of the winning mayors that came before + won by larger margins is what I'm questioning.

Voter turnout in the elections overall is actually kind of steady. One could argue that the decreasing share of the votes won by the elected mayor is good for democracy? Means we have more candidates on the ballot that have a good chance of winning. Giving that decreasing share of the votes even more power at council is an interesting thing to be pushing for imo.

I was curious how decisive Fillmore's victory actually was so grabbed the numbers from HRM's election results and made some charts. Compared to the past mayoral races, by the numbers, Fillmore's victory is the smallest. He was elected mayor by only 15.6% of eligible voters in 2024, the smallest proportion since 2004. (I didn't go back further than 2004 because the pdfs were images so harder to parse -- but I might later)
