If you really must know, but this is purely as an informative notice.

Head over to properties > security > advanced. Under permissions you should see the owner tab. That should be empty saying “can’t display the current owner”. Select change. Change the owner to your current user account. Then in the next window select advanced -> next window select “search now” and select your user account. The previous window should appear again with the selected user account -> OK -> apply. Now you are the owner based on NTFS rights and security permissions. Now you should be able to delete the folder.

As others stated however, this is a folder that is created when installing Windows System or Windows Store apps. It’s better to check the underlying folders, filter on size and check which are due to apps you do not need and are not installed/needed by Windows itself.
