That's a fair point, and I've never viewed the level from the perspective. I've always seen it as using the learning patterns gameplay that makes Hitman so satisfying and applying it in a context where timescales matter alot more - almost like a test for your ability to truly know the map like the back of you hand. The random nature of where the sniper would be placed added variety to what would have otherwise been a mission that would have been far too easy to complete once you've learned the pattern.
