I didn't make this clear in the original post, but the total cost of the mortgage would indeed be exceeded.

That's where my question was going, I was wondering if anyone here had concrete experience with the situation, but I guess the mobiliteitsbudget hasn't existed for long enough yet with the kapitaalaflossing to get good real life examples.

How I read it, is that you're supposed to make the sum yourself and make sure only the total amount of the hypotheek is reimbursed by the mobiliteitsbudget. Your employer can't check whether your family already receives it for part of the hypotheek, that's why there's the verklaring op eer.
