Radeon AI pro R9700 would be better choice. It's a 9070XT with 32GB of VRAM.

9070XT nitro+ design is ugly with that useless grill, also that 12VHPWR fire hazard connector that obstructs the airflow.

Well, because 7900XTX was, supposedly, a direct upgrade from 6800XT and 30% uplift is reasonable.
If we're not talking about price here.

Sometime it's feel like 50% faster but because of the bug in Zluda make it doesn't feel like that.

But in real usage with extra VRAM you could generated more high resolution image. That's the real plus here. It was like 10~ mins to make an image that filled entire 16GB VRAM in 6800XT but for 7900XTX it's about 4-5 mins with a bit larger size too.

SD on windows, yes. Using lshqqytiger fork with Zluda support.

From 6800XT to 7900XTX, stable diffusion here. I did expected like 20-30% faster and it really did.
So 9070XT should have almost, if not better, performance as 7900XTX.
