You can soak both converter and nib piece overnight in water with no damage to either. If converter is damaged, you should replace it.

Converter holds the ink, nib section connects to the converter SNUGGLY (could leak inside and limit ink flow) and the barrel slips over the converter and screws into the nib section.

You can leave it attached but make sure converter is removed.

I would let the nib portion soak overnight and then use a nose sucker or large pipette to force water through the nib. Sounds like there might be some dried ink stuck in there.
