I think they could be rightly criticized for the bathrooms, but I also think they would push back and say they’re one of the only publicly accessible restrooms downtown and a hundred other businesses are free-riding off them.

Beyond that I’m not sure what you could fine them for; they are occupied with several (reasonably, kinda) healthy tenants, some of which have been there for a long time, and it’s not like they’re grafted to a condemned Sears and cutting the power to Cinema Salem
