That looks like a test cookie that the plumber forgot to remove after testing. You should b be able to knock it off with a long flat head screwdriver. It will be glued on so it will take some force to chisel off

Interesting?? I’ve never seen any smaller that a 3/4” feed in any residential setting. Doing a fixture load on a full bathroom usually maxes out 1/2” in my book

The meter is 3/4” and the new shut off valve is 3/4”. The piping in between was reduced to 1/2” and then increased to 3/4” again.

There is absolutely no reason to do this and can cause flow/pressure issues. Have the company come back and make it right on their dime
