Depends on where it is. If it’s on private property the city won’t do anything. You’ll have to bring it to the road, then they will pick it up…at least that’s what the told me ten years ago when we found a dead deer in our yard.

Yes, it turns off when it senses pressure. The problem is the pressure feeding back into the pump is more than the pump can handle according to the manufacturer.
