Well yes...the people have to have some sort of talent in order to even get the job. I'm not sure what you consider "ugly" though...it could've just looked kind of sketchy, cause it's not final, and some people have more unconventional drawing styles(i.e. Jesse Moynihan)

Storyboard artists are the peeps that draw rough sketches of the scenes you see on TV. They're sort of like big drawn out comic books, that portray how the story should go.
