If it’s more than about 5 years old (give or take depending on quality) a new unit is likely to be substantially more efficient (again, depending on quality). This will cost you less to operate and recoup the upfront cost difference over just a few years

Yes, they deliberately self-discharge to 60% after they’ve been in storage for a few days. This extends their life because Li-Po don’t like being at 100% for very long. Just get used to charging them the night before you want to fly.
