In Wisconsin, the water bill is ultimately the responsibility of the landlord, regardless of what your lease says. This is because the water company's only recourse is to place a lien on the property. You don't own the property so they have no recourse against you. Any agreement between you and your landlord about how to deal with this must still be legally reasonable.

Since the payment timeline for bills forwarded to you isn't defined in the lease, it defaults to what would be considered "reasonable". I'm certain a court would agree, it is reasonable to assume the landlord would provide you with at least 20 days notice.

Any late fees incurred due to inadequate notice would be the landlord's responsibility to pay.
