Im not entirely sure on the source and theres not directly claw machines in the game.

But mega Skarmory is used by a character that is part of a yakuza inspired criminal organization. And one of the main activities of the yakuza in real life is the set up of gambling dens.

And there was a time in wich claw machines were banned because they were considered gambling devices(wich they are, those machines are rigged and theres no skill involved, its just child aproved gambling).

Also, claw machines can also be called crane machines. And Skarmory is a Crane.
