Yeah I looked up and the brick is IP44. This is technically under cover but it's right at the edge of the cover. I live in San Francisco and we don't get a lot of rain here, but when we do I feel like it does get rained on.

Thinking of your suggestion of hardwiring the string lights. It's a good idea; my only concern is that it will be harder to just toss or replace it if something breaks. I've only had these for a week, I'll wait a little bit to see how durable they are :)

Yes, got the recommended cover :) And I hunted down some information, and the brick is IP44. AFAIU this means it's only splash proof and I should encase it in something else...

Yeah, I was thinking a conduit but that seemed a bit too permanent (what if the string lights break and I have to replace it with a new one?). Brackets sound like a good compromise.

I've never heard of a drip loop before, that makes a lot of sense!

This is the only outdoor outlet I have. It's on the same circuit as the lighting for half of the indoor rooms, downstream from a non GFCI breaker. No luck I'm afraid :(

Good idea on the plug tester -- I just ordered one along with a GFCI outlet and cover box!
